Home square footage sets the baseline, applied per 100 square feet of conditioned space so a larger home scales up proportionally; the climate multiplier adjusts that baseline up for regions with harsh summers or winters that demand heavy air conditioning or heating, and down for consistently mild climates that need little of either.

Each additional occupant beyond the first adds 8% to the total rather than a full proportional share, reflecting that water and electricity use for a household doesn't scale one-for-one per person — a family of four doesn't use exactly double the utilities of a couple, since heating, cooling, and many appliance-driven costs stay largely fixed regardless of occupancy.
