Why is BMP cost based on impervious acreage instead of total site acreage?
Impervious surfaces (roofs, pavement, compacted soil) are what generates stormwater runoff in the first place, so both the construction-phase BMP cost and the permanent post-construction BMP cost are calculated as impervious acres times a per-acre rate. A 10-acre site that's only 40% impervious needs BMPs sized for 4 impervious acres, not 10, which is why the calculator multiplies your entered acreage by the impervious percentage before pricing anything.
Why does moving from Phase II to Phase I MS4 raise the cost so much?
The calculator uses a materially higher per-acre rate for Phase I: $8,000/acre versus $5,000/acre for construction BMPs, and $12,000/acre versus $7,000/acre for permanent post-construction BMPs, plus a higher permit fee and annual report cost.
