A combined disability rating of 50% or higher places you in Priority Group 1 with no copays at all, while 30-40% lands in Group 2, also copay-free; these highest groups reflect that veterans with more significant service-connected conditions get the strongest coverage and lowest out-of-pocket costs. A lower disability rating between 10-20% drops to Group 3 with reduced copays, and if there's no qualifying disability rating at all, the calculator checks combat veteran status — anyone who served in a combat zone and was discharged within the last 10 years qualifies for Group 6 with copay-free care regardless of income -- a window the PACT Act of 2022 expanded from 5 years to 10, specifically to make it easier for recent combat veterans to get care without financial barriers.

Frequently Asked Questions
Why does combat veteran status only matter if I don't already qualify by disability rating?
The calculator checks disability rating first because a qualifying rating already places a veteran in one of the top priority groups with the best available copay terms, so there's no additional benefit to also checking combat status once that's established. Combat veteran status becomes the deciding factor specifically for veterans without a disability rating high enough to qualify on that basis alone.
Why does the income threshold increase with each additional dependent?
VA income thresholds are designed to reflect that a larger household needs more income to cover the same standard of living, so a veteran supporting more dependents can have a higher household income and still qualify for the same income-based priority group as a veteran with fewer dependents and lower income. This keeps the income test proportional to actual household size rather than using one flat number for everyone.
What does limited enrollment in Priority Group 8 actually mean?
Group 8 is the lowest income-based priority tier, and VA enrollment for that group has historically been restricted during periods of limited resources, sometimes requiring a minimum length of service to qualify for enrollment even when income otherwise places someone in that group. This calculator reflects that by checking years of service specifically at the Group 8 threshold, unlike every other priority group.
Does a low priority group number always mean better benefits than a high one?
Generally yes — priority groups are numbered so that Group 1 represents veterans with the most significant service-connected conditions and the strongest benefits, including no copays, while higher-numbered groups reflect progressively less service-connected need and correspondingly higher out-of-pocket costs. Dental benefits and travel reimbursement in this calculator are both tied to being in a lower-numbered group for exactly this reason.
