It sums business license, health department permit, fire department permit, mobile food vendor permit, commercial vehicle registration, and food handler certification costs (per-employee cert cost times number of staff needing one) into an annual permits-and-licenses subtotal. Liability insurance is tracked separately since it's usually billed and budgeted differently, then added to the permits subtotal for total annual regulatory cost.
