% of Value Option is calculated purely from Project Value ($) and Project Type -- it never responds to Fixture Count or Fee Structure. Above the $75 minimum floor, raising Project Value moves this figure more than any other input can, but that is not the same as always dominating: below about $3,750 of project value (minor repair/ fixture-add, 2% rate) or about $5,000 (bathroom remodel/new construction, 1.5% rate), the fee sits flat at exactly $75, tied with every other input's zero effect in that band, and raising Project Value changes nothing until it crosses that threshold. Only above the threshold does raising Project Value raise % of Value Option, with Project Type only shifting the underlying percentage rate (2% for minor repair/fixture-add projects, 1.5% for bathroom remodel/new construction).

That Project Type rate shift is easy to read backwards: % of Value Option actually goes DOWN as Project Type crosses from "fixture add/relocate" (1) to "bathroom remodel" (2) -- from $100 to $75 at this calculator's default $5,000 project value -- even though every other fee (Base Permit Fee, Plan Review Fee, Sewer Fee, Processing Surcharge, Review Time) rises with Project Type. Larger, more complex project types pay a lower percentage-of-value rate but a higher flat fee and more required inspections; the two fee-structure options move in opposite directions as project complexity increases. Fee Structure only determines which of the three computed options (flat fee, per-fixture fee, percentage of value) becomes the actual Base Permit Fee charged -- it never changes any of the three underlying option figures themselves, which are always calculated and always displayed regardless of which one you've selected to apply.

What determines % of Value Option?

Only two inputs: Project Value ($) and Project Type. Fixture Count and Fee Structure have no effect on it whatsoever. Above the $75 minimum floor, Project Value moves this figure more than any other input can. That said, it doesn't always raise the fee: below roughly $3,750-$5,000 (depending on project type) the fee stays flat at $75 no matter how much Project Value rises within that range.

Why does % of Value Option go DOWN when I select a more complex project type?

Because the percentage rate itself drops from 2% (minor repair, fixture add/relocate) to 1.5% (bathroom remodel, new construction) once Project Type reaches 2 or higher. At this calculator's default $5,000 project value, % of Value Option falls from $100 to $75 exactly at that boundary, even though every other fee in this calculator rises with Project Type.

Does changing Fee Structure change what the flat fee or percentage-of-value options would cost?

No. Flat Fee Option, Per-Fixture Fee Option, and % of Value Option are always calculated from your Project Type, Fixture Count, and Project Value regardless of which Fee Structure you've selected. Fee Structure only decides which one of the three becomes the actual Base Permit Fee charged.

Does a larger project always cost more in permit fees overall?

Mostly, but not uniformly across every fee component. Base Permit Fee, Plan Review Fee, Sewer/Connection Fee, and Processing Surcharge all rise with Project Type, but % of Value Option's underlying rate actually drops for the two more complex project types (bathroom remodel, new construction) -- 1.5% instead of 2% -- so the percentage-of-value option becomes relatively cheaper per dollar of project value even as the flat-fee options rise.
