About this calculator
Percent-for-art ordinances require a set percentage of a construction or capital-improvement budget (typically 1-2%) be set aside for public artwork, and this calculator walks that total allocation down to what an artist actually has to work with. First, project management costs (a percentage of the total art allocation) and the fixed artist-selection cost — covering the selection panel, artist travel, and competition honoraria — come off the top, leaving the net amount available for the art itself. From there, installation, contingency, and maintenance-endowment percentages are each calculated against that net available amount, along with a flat site-preparation cost (foundation, electrical, plumbing, or landscape work needed to support the piece); whatever remains after all of those deductions is the artist's design-and-fabrication budget.
That remaining figure is then split again: the calculator assumes the artist's own fee is 20% of the design/fabrication budget, with the other 80% going toward actual fabrication (materials, studio time, fabrication labor). This is a real convention in public art programs but not a universal rule — some programs negotiate artist fees as low as 10% or as high as 30% depending on project complexity, so treat the 20% split as a reasonable starting estimate to revise once you're negotiating an actual artist contract. Also note the maintenance endowment is a percentage carved out of the art budget itself, not a separate line item from the construction budget, so a low endowment percentage may leave the artwork underfunded for long-term conservation — many public art programs require 5-10% specifically to guard against this.

Are project management and artist selection costs deducted before or after the installation and contingency percentages are applied?
They're deducted first — project management (a percentage of the total art allocation) and the flat artist-selection cost both come off the top before installation, contingency, and maintenance-endowment percentages are calculated. Those three percentages apply against the net amount left over, not against the original percent-for-art allocation.
Why is the maintenance endowment funded from the art budget instead of the overall construction budget?
The endowment is calculated as a percentage of the net art allocation remaining after project management and selection costs, so it directly reduces what's left for design, fabrication, and installation rather than being a separate construction-budget line item. A lower endowment percentage protects more money for the artwork itself but risks underfunding long-term conservation.
