Scholarship percentage only affects how the program's total cost is split among paying students -- it doesn't touch the underlying costs of instruction, materials, or facility rental at all. Raising the scholarship share redistributes the same total program cost across fewer paying students, which is why tuition per paying student rises even though total program cost stays fixed.

The calculator adds a fixed 25% of contact hours as paid prep time on top of the hours instructors spend actually teaching, then multiplies that combined total by the hourly rate. That 25% figure is a built-in assumption, not a separate input, so it can't be adjusted up or down for programs where lesson planning takes noticeably more or less time than that standard allowance.

Cost per student divides the total program cost evenly across every enrolled student, scholarship recipients included, and is useful for understanding the program's true per-head cost. Tuition per paying student divides that same total only across students who aren't on scholarship, which is the number relevant for actually setting a tuition price that fully funds the program.

Yes -- student-to-instructor ratio is simply enrolled students divided by number of instructors, so adding instructors always lowers it proportionally. Note that adding instructors also raises total teaching cost, since more instructor-hours are billed at the hourly rate, so a lower ratio comes with a real cost tradeoff rather than being free.
